cubicweb #3670503 Disable 'concat-resources' by default [validation pending]

Concat can, under subtle circumstances, break perfectly valid CSS or JS files. While one might argue that fixing concat is the right solution, I'd rather we ditched it altogether:

  • the improvements are dubious: modern browsers usually open 6 TCP connections to a single host,
  • high traffic web sites will serve static files from Content Delivery Networks (CDNs). Google and others even offer free CDN access for popular JS libraries and fonts
  • an efficient solution is minification, which often handles concatenation (but such a tool is probably not within cubicweb's scope).

So step one is to disable it by default. Step two is to remove it, but that's for another ticket.
